Appearance
Turn Out the lights has zig zag wires for arms and legs. It also has cartoon gloves similar to Cartoon Cat and white shoes. Finally, it has a light bulb as a head with a face drawn on it.

As of right now, there's only 1 image of the creature, depicting a sign that says "Leaving Last? Turn Out The Lights!" in bold text, alongside a creature shown at the bottom of a set of stairs with their arms in a zig-zag pattern, grotesquely imitating the cartoon depiction of the same character on the aforementioned sign. It can be assumed that the zig-zag pattern of the character's arms are meant to represent typical cartoon-like depictions of electricity, referring to the electricity of the lights.

Description
Since there is only 1 picture of TOTL, with him being dark, it is unknown what he looks like. In the picture, we can tell what he looks like because of the sign. It is unknown what he does because Trevor didn´t get more info about him. However, there is a found diary that explains what Turn Out The Lights is and more about him.
Diary:

"I decided to get this diary to explain all the terrors of this place. First of all, there is creepy signs all over the place telling us to turn out the lights when we leave and a man said that there is a cartoon-like monster making sure we follow that rule. Nobody believed him, of course, except me, who went to investigate. The next day, I heard whistling alongside "Turn out the lights" over and over again. I looked around the corner and I saw the thing just as the person said it looked like. I put on my flashlight to see it better,then it somehow grew sharp blades on his hand and started chasing me. I then knew why the sign said that. I ran down the street and it followed me as the other people panicked and ran without even trying to help me. Eventually I outran it, but that was scary."

From this diary, we can say that Turn Out The Lights will make sure that we turn off the lights. If the lights are on, his eyes will turn red, splattering blood all over his face. Then he will replace his hands with saw blades, turn them on, and start chasing you. If it's not fast enough, TOTL will tear you apart, generating electricity during the process.
