"I decided to get this diary to explain all the terrors of this place. First of all, there is creepy signs all over the place telling us to turn out the lights when we leave and a man said that there is a cartoon-like monster making sure we follow that rule. Nobody believed him, of course, except me, who went to investigate. The next day, I heard whistling alongside "Turn out the lights" over and over again. I looked around the corner and I saw the thing just as the person said it looked like. I put on my flashlight to see it better,then it somehow grew sharp blades on his hand and started chasing me. I then knew why the sign said that. I ran down the street and it followed me as the other people panicked and ran without even trying to help me. Eventually I outran it, but that was scary."

From this diary, we can say that Turn Out The Lights will make sure that we turn off the lights. If the lights are on, his eyes will turn red, splattering blood all over his face. Then he will replace his hands with saw blades, turn them on, and start chasing you. If it's not fast enough, TOTL will tear you apart, generating electricity during the process.
